WavePad is audio editing software for Windows. This program lets you make and edit voice, music and other audio recordings. You can cut, copy and paste parts of recording and, if required, add effects like echo, amplification and noise reduction. WavePad is free.

Review by Taff Lovesey: Wavepad has been a superb utility for editing MP3 samples. I have been samplib my old vinyl to computer and wavepad is excelelnt for thoe albums where there is no gap between tracks.
Easy to use and efficient.
